Scope like this could reduce two man sniper team to one without spoter. but it would cost a lot money and what about when it is malfunction?

I think this kind of scope might increase a sniper's accuracy.
Even with a powerful scope like the one described, a spotter is still irreplaceable because it serves as a protector to the sniper.  When the sniper team is under attack, a crew-served weapon ( M-21 or PSG-1) is hard to fight their way out of a hostile situation.
You are absolutely right about the reliability of this kind of fancy scope.  It might be good to have the sniper depends on it too much.  Sometimes I think intuition might also be an influential factor in most cases.
