I think HK 141 (一楼一) are very good value, fuji in CWB, and some in TST / Mongkok.  For higher price, Hotel Girls are good too!

kind of agency.... you go on 141 web site and look under 美少女. these are girls at hotel rooms for higher price （~1000）than 一楼一 （~400）. better quality usually.  but you also some times find gems in 一楼一.
