Whether or not the capabilities of a fighter aircraft can be fully utilized depend an the training hours taken by the pilot. The US pilots have long and intensive training on their aircrafts while most others don't as training a pilot costs millions if dollars.
In the fifth generation, yes, it is. In the forth generation, the gap is in electronics. For others, like engines technology, and aerodynamic design, Russian is even better
