Two MOST IMPORTANT things to remember:
1. DO NOT DRINK IN THE STREET (taking the beer with your HK girl to hotel cascadas is fine)
2. Do not walk outside of La Zona after sunset. (La Zona is the block surrounded by Calle Coahuila, Av Ninos Heroes, Av Constitucion and Primer Callejon Coahuila) If you have to go outside of the Zona, take a cab for less than $10.

Please take these extremely seriously before, when and after your trip to TJ. Then the area is safer than in the US for mongering.

I was just there, people are pushy for tips and you need to pay attention to your surroundings 24/7 but if you don't get too drunk and don't venture too far out from hotel Cascadas, you should be fine. The girls are smoking hot (if you are into Hispanic, which I am). Hope you had fun.
