the problem is that developers do not download the xcode from Apple offical website but mirror site where the xcode is infected, mainly Chinese developers. Apple iOS security itself is still intent but Apple need to figure out a way to verify the submitted codes are complied with official xcode.

Official mirrors have a system to always synchronize with the flagship.
It's just a simple cron + wget job .

The problem is unofficial "mirrors" .  There is no control at all.

Exactly !  

No need to try connecting to App store. Try connecting to a USA site such as Amazon or Home Shopping Network
from China and you will see how troublesome and slow it is.
