Back in Kiev again. This time didn't bothered with agent or web sites but focused on tinder. I'm very happy with the results. On my way from airport to apartment, I made an account, took a bad picture and wrote that "I'm in Kiev for a few days, looking to make friends" I started getting likes very soon. I used the free account, so I cannot tell which girl liked me. However, in my search profile, I selected that I wanted to meet girls 19 - 25 and started swipping. Since free account has limited swipes, I had to read the profiles a bit and skip over the good girls and unattractive girls.  At this point, I have matched and talked to about 5 or 7 and I have 5 matches I haven't talked to yet and my account still has 25+ likes I haven't matched yet.

Price seem to be a bit higher than the agency girls from last time, but quality is much better. Most are asking for US$75 - 100 per hour.

Usual process is small talk in tinder about what I want. I just keep saying "I'm looking to make friends" and they understand. Next we always switch over to WhatsApp or Viber or telegram to talk more freely.  Some will be clear that she offers sex for $X. Some will be a little bit more shy and say she is looking for sponsor.  If she is direct then you can be direct. If she is shy then play nicer until things are very obvious. In the end I asked directly what I wanted to do (fk + owo + etc) . Some are ok to include for free, some will ask for more $, some will just say "bye" so you need to try your luck.  

Always ask for recent pictures to make sure she is my type.  Only matching with 19 - 25 I didn't have any fat cows or 大媽.

No I haven't.

I did try Badoo. A lot of girls there, but the app is not useful unless you upgrade to a paid account. Tinder seems best at this point.
