My opinion is 永珍 is safer than Angel city,  
much safer than Cambodia due to the lack of casinos.
Casinos = gangsters to collect gambling debt.

Phnom Penh and Siem Reap were quite safe, just don't go to Sihanrounville of Cambodia, not with the casinos but scam call centers.
But the situation can turn worse anytime.

那平價雞場區已在兩個多星期前被政府掃清。已完全結束。妹子全被捕，判監三個月。跟據東南部紅燈一條路嘅經驗。這區已不能恢復。東南部三年前有數十店。現在只有兩三家。幾個妹。未去過嘅人已經錯過咗歷史。不過其實沒損失。香港人去了一定後悔。地獄式地方，妹子又黑又醜。仲要花一天時間轉機。交通又危險。白天完全沒事可做。大部分人去過都唔會再去。
