A380 is a relatively new aircraft and therefore it can allow passengers to use their cell phones while in flight is not a surprise.

However, your supplied article state that "FAA bans the use of cell phones in the United States on commercial flights, the service is shut off when Emirates aircraft are within 250 miles of the US."
Can you explain why FAA bans the use of mobile phones in US then?

I cannot explain why exactly as I am not the FAA. However, I do know that one of the challenges to have the entire ban lifted is to have every single model of mobiles phones tested...
At the same time, you should note that the FAA did release a statement saying that they are in the process of reviewing this law.

It's the same for me that I am unable to explain your query properly as I am not the airline nor law regulatory personnel.
Actually, the situation is different in different countries and technology is advancing.
Today you cannot do this and tomorrow you can.
